OCR engine tree (as specified): each photo is read by Gemini first; if it cannot read the plate/pass it falls to Google Cloud Vision; if that also fails (poor light, no network) the on-device document scanner reads it offline; the guard can always correct or type manually. Backend deployable on Azure or AWS. This page simulates the cascade — wire real API keys in the backend (endpoints are stubbed in the code as OCR.endpoints).
